The Importance of the CPF for Foreign Nationals in Brazil

What is the CPF?

The CPF (Cadastro de Pessoas Físicas) is Brazil’s individual taxpayer identification number. It is essential for interacting with government agencies and accessing public services in Brazil.

In many ways, the CPF is similar to:

  • The SSN (Social Security Number) in the United States,

  • The NIN (National Insurance Number) in the United Kingdom,

  • And the Codice Fiscale in Italy.

When is CPF Registration Mandatory?

According to Article 4, item II, subsection “c” of the Brazilian Federal Revenue Instruction No. 2.172/2024, CPF registration is legally required for individuals—regardless of their nationality or place of residence—who carry out operations in the Brazilian financial or capital markets or otherwise meet specific tax-related obligations.

Voluntary CPF Registration for Non-Residents

Even when not legally required, non-resident foreigners can request a CPF voluntarily. This often simplifies:

  • Legal procedures,

  • Access to Brazilian administrative services,

  • And communication with public authorities.

Why is the CPF Useful?

One major benefit is the ability to register on Gov.br, Brazil’s main government platform for digital services. Through it, CPF holders can:

  • Sign documents using electronic signatures with full legal validity (available to silver and gold-level verified users);

  • Access federal services, including tax, pension, and judicial systems;

  • Monitor legal proceedings and government communications.

How Can Foreigners Apply for a CPF?

Foreign nationals not residing in Brazil can apply for a CPF by scheduling an in-person appointment at a Brazilian consulate in their country of residence. Availability may vary by location and jurisdiction.
